הספר עוסק בהיסטוריה של רוסיה, ומתאר את הקיסר פיטר אלעקסיעוויטש, ואת יקתרינה הגדולה את המלחמות שניהלו. הוא מציין את הבערות הגדולה ברוסיה, ואת היחס השלילי לעם היהודי, ואת השינוי שחל בעמי אירופה ביחס לחכמה, ואת התפתחות היחס השלילי למלחמות. הוא מספר כי העם הרוסי התקדם מאוד והוא מדביק את הפער עם הגרמנים והפולנים, ויוצא נגד המבזים את הרוסים, אך טוען כי יחסו ליהודים עוד גרוע. לכן הוא פרסם ספר ברוסית שמטרתו להיות מליץ יושר ליהודים. המחבר מזכיר את הקיסר אלכסנדר הראשון, ואת משה מנדלסון וסיפרו <strong>ירושלים</strong> (עמ' טז'), אוגוסט פאניאטאווסקי מלך פולין. הוא פונה לתושבי רוסיה בבקשה ללכת בעקבות עמי אירופה האחרים ולקבל את היהודים. אל היהודים הוא פונה בקריאה להבחין כי מדובר בתקופה חדשה, שבה הם יזכו לתמיכת השלטונות. בעמודים האחרונים מובאת אלגוריה "מאמר שנאת הדתות, ואמת ושלום" (עמ' כט'-לא'), המתארת את נצחון האמת והשלום על שנאת הדתות.
